James T. Giel and Timothy A. Stratton Named Co-Chairs of the Municipal Bond Department

Stratton have been named Co-Chairs of the Municipal Bond Department of the firm’s 20 member Public Law Section. The firm’s bond department was ranked #1 in Arizona by paramount for 2018 in the year-end bond counsel rankings recently issued by The Bond Buyer.

James T. Giel (“Jim”) has a broad range of experience in public finance. Over the past 26 years, he has represented school districts, community facilities districts, fire districts, and other special districts as bond counsel, issuer’s counsel, special district counsel, borrower’s counsel, and underwriter’s counsel. He has been counsel on numerous transactions involving general obligation bonds, assessment bonds, revenue bonds, lease financings, and formation and consolidation elections.
Jim also has experience in the use of special districts as a development financing tool and is integral to the firm’s community facilities district practice, having represented some of the largest CFDs in Arizona. He has served as election counsel to many school districts and fire districts for bond, override, lease, and land sale elections. Jim has experience with tax credit financings, such as Build America Bonds, Qualified School Construction Bonds, Qualified Zone Academy Bonds, New Clean Renewable Energy Bonds, and Qualified Energy Conservation Bonds.
Timothy A. Stratton (“Tim”) focuses his practice on public finance and Section 103 tax law. With 20 years of public finance experience, he represents colleges and universities, special districts, cities, towns and other units of local government in Arizona and Illinois in all matters related to the issuance of municipal securities. Tim has particular experience in Utility Revenue Financings as well as Excise Tax Obligations for cities, counties and other entities. He also maintains an active practice as underwriter, disclosure, and bank counsel on publicly and privately offered debt issues.
Tim has been counsel in hundreds of bond transactions aggregating billions of dollars and is a frequent speaker on public finance. He is on the Securities Law Committee of the National Association of Bond Lawyers (NABL) and was on the Editorial Board for the Federal Securities Laws of Municipal Bonds, Seventh Edition, Matthew Bender & Co. Tim currently serves as the Vice President of the City of Scottsdale Industrial Development Authority and has previously served as the Chairman of the City of Scottsdale Board of Adjustment.
