Gust Rosenfeld P.L.C. is pleased to welcome a new member to the firm’s health care law practice. Thomas M. Murphy, an attorney with more than 36 years of experience, will be based in our Tucson office.

Murphy practices general corporate and commercial law with an emphasis on health care law for both physicians and hospitals. He works with health care clients on a wide range of matters including formation, contract issues with other providers and insurance companies, regulatory issues, and general business transactions. During his career, he has played important roles in forming various joint ventures between physicians and among physicians and hospitals. He has expertise in Stark laws and regulations, Anti-kickback regulations, Fraud & Abuse provisions, HIPAA and EMTALA.

In addition to health care law, Murphy has expertise in nonprofit corporation law. For nonprofit clients, he has assisted with formation, vendor contracts, defining relationships among owners, and much more. He also advises these clients regarding governance issues and organizational compliance with Internal Revenue Services regulations.

Prior to joining Gust Rosenfeld, Murphy served as General Counsel for Carondelet Health Network, the oldest and largest nonprofit health care provider in Southern Arizona. While there, he was instrumental in helping grow that business to four hospitals, one primary care physician group, a health care foundation, and various other facilities. Before that, he spent 22 years at a local Tucson firm, where he practiced health care law, business law and transactions, and nonprofit corporation law.
