He has established a name for himself, both in our state and throughout the country, as one of the foremost authorities in public finance.

(Phoenix, AZ) – Gust Rosenfeld congratulates Fred H. Rosenfeld on completing 50 years with the law firm, which bears his family name. Rosenfeld, whose father, Fred W. Rosenfeld, joined the firm in 1924, concentrates his practice on governmental law, including municipal finance, real estate, and elections. He has vast experience in the law of general obligation, revenue, and special tax and assessment bonds and represents issuers, borrowers, trustees, underwriters, and financial institutions. He also appears before the State Legislature on behalf of his clients and has been asked by members of the Arizona legislature to testify before that body and draft public finance legislation.

“Fred has been instrumental in growing the reputation of our firm in governmental law and particularly municipal bonding,” said Scott W. Ruby. “He has established a name for himself, both in our state and throughout the country, as one of the foremost authorities in public finance. He is also a fine mentor to our young lawyers.”

Like Gust Rosenfeld, Fred Rosenfeld has been integrally involved in the growth and development of Arizona. He has advised hundreds of public entities on the legal requirements of funding public improvements financed by tax exempt bonds. In addition to the transactional side of public finance, Rosenfeld has successfully argued before the United States Supreme Court, as well as representing public entities in numerous cases decided by Arizona courts. In the Supreme Court case, the Court determined that nonproperty owners should not be precluded from voting in elections to approve issuance of general obligation bonds.

A native of Phoenix, Rosenfeld pursued a six-year program at the University of Arizona, receiving a B.S. degree in business in 1959, and a J.D. in law in 1961. He served six months active duty in the Army Reserves and then worked as a bailiff in the Superior Court, Maricopa County for the newly created eighth court. “I felt very lucky to have had that experience,” Rosenfeld said. “In those days, every lawyer in Phoenix appeared in these courts, and I got to know good lawyers and the workings of the court.”

In early 1964, after practicing two years in his own firm, Rosenfeld was asked by Governor Paul Fannin to take on a special assignment working for the House of Representatives in preparation for hearings by the House on the conduct of sitting members of the Arizona Corporation Commission. Rosenfeld, with another lawyer, assembled the necessary documents to open the hearings in which two of the commissioners were ultimately impeached by the Arizona legislature. Former Supreme Court Justice William Rehnquist served as the lead attorney for the actual committee hearings and impeachment trial. After Rosenfeld completed that project, he was asked to join Gust Rosenfeld.

Fred H. Rosenfeld has been recognized in Corporate Law and Public Finance categories of The Best Lawyers in America® since 1983. He is also AV® Preeminent™ rated by Martindale-Hubbell®, representing the highest rating in legal ability and ethical standards. He is a member of the State Bar of Arizona, Maricopa County Bar Association, American Bar Association, and National Association of Bond Lawyers. He co-founded the American College of Bond Counsel, a prestigious, professional organization. His civic commitments include serving for more than 30 years on the research committee for Arizona Town Hall and being a founding member and past president of the Kenilworth Foundation.

“This year we have 90 years of Rosenfeld’s in this firm,” said Fred Rosenfeld with pride and added that he has no plans to retire.
