Kimberly (“Kim”) focuses her practice on public and municipal law, emphasizing public finance. Her 15 years of experience include representing municipalities, school districts, community facilities districts, and other special districts as bond counsel and issuer’s counsel. She also provides legal advice on general municipal law, including open meeting law, budget law, local taxes, contracts and procurement law. She has counseled on numerous transactions involving general obligation bonds, assessment bonds, revenue bonds, lease financings, and bond and school district override elections.
Before rejoining Gust Rosenfeld in January 2025, Kim was a Senior Assistant City Attorney for the City of Scottsdale, AZ. She advised city departments on legal issues, including municipal finance, budget law, state and local taxes, constitutional law, contract law, and public records. She also served as the legal advisor for city-appointed boards, commissions, and task forces.
