James T. Giel (“Jim”) has a broad range of experience in public finance. Over the past 29 years, he has represented school districts, community facilities districts, fire districts, other special districts, and local underwriters as bond counsel, issuer’s counsel, special district counsel, borrower’s counsel, and underwriter’s counsel. He has been counsel on numerous transactions involving general obligation bonds, assessment bonds, revenue bonds, lease financings, and formation and consolidation elections.
Jim also has experience in the use of special districts as a development financing tool and is integral to the firm’s community facilities district practice, having represented some of the largest CFD’s in Arizona. He has served as election counsel to many school districts and fire districts for bond, override, lease, and land sale elections. Jim has experience with tax credit financings, such as Build America Bonds, Qualified School Construction Bonds, Qualified Zone Academy Bonds, New Clean Renewable Energy Bonds, and Qualified Energy Conservation Bonds.
Jim has also represented regional investment banks, conduit issuers, manufacturing entities, housing developers, nonprofit organizations and an airport.
