Carrie concentrates her practice on education and employment law. She represents school districts and other educational entities in a wide range of matters, including employment, school finance, open meeting law, governance, public records, civil rights, constitutional issues in schools, and reviews all types of agreements. She advises both public entities and private sector clients on employment matters, including personnel issues and employment agreements.
Carrie has substantial experience in education law. Before joiningGust Rosenfeld in 2017, she was the Chief Privacy Officer and Director of Legal Services for the Arizona Department of Education. Carrie was an Assistant Attorney General at the Arizona Office of the Attorney General for six years, where she represented the Arizona Department of Education, the State Board of Education, and the Arizona State Board for Charter Schools.
While at the Arizona Department of Education, Carrie overhauled the protection of confidential student and teacher data as educational software was being developed. She is a frequent speaker on topics related to employment law, school finance, data privacy and public records.
